About Us
North Idaho’s Only Locally Owned And Operated Paving & Redi Mix Company
We started with one dump truck in 2001, and today we have become an industry leader. Longtime Coeur d’Alene resident Todd Kaufman founded Coeur d’Alene Paving, also known as CDA Paving and Concrete Specialties, CDA Redi Mix, or simply CDA. In 2004, he was joined by his lifelong friend and business partner, Craig Cozad. Their vision for success has been the foundation of our continuous growth. Today, we have an asphalt plant, 3 concrete plants, and 3 gravel pits to serve North Idaho and Eastern Washington. Our extensive portfolio includes the prestigious Coeur d’Alene Resort, Interstate 90 renovations, and thousands of commercial parking lots and residential driveways.
We believe in investing in our community by supporting a range of recreational, social, and educational causes. CDA has over 150 employees who are the backbone of our company. Their efforts have helped to create a company committed to quality and service.

Todd Kaufman
Owner
Todd is an enterprising entrepreneur and the founder of CDA. He established the company in 2001 after attending an equipment auction where a dump truck and paver first sparked his interest in the industry. After researching the local market, Todd recognized a clear need for a locally owned and operated paving company in the Coeur d’Alene area and decided to pursue the opportunity.
Building the company required determination and sacrifice. In the early years, Todd learned how to accomplish a great deal with limited resources, relying on persistence, creativity, and hard work to move the business forward. His dedication to his vision, tenacity, and strong business acumen have been key drivers of the company’s continued success. Todd also believes that great companies are built by great people, and has surrounded himself with experienced industry professionals who have helped fuel the company’s steady and impressive growth.
Outside of work, Todd has a deep appreciation for the outdoors. He loves spending quality time with his wife and children. He is an avid hunter and outdoor enthusiast, pursuing adventures in every season. He is currently working toward completing the North American Sheep Grand Slam, a challenging accomplishment that requires harvesting four wild sheep species across North America.

Craig Cozad
Owner
Craig joined CDA in 2004 after long-time childhood friend Todd Kaufman invited him to become a partner in the growing company. At the time, Craig was living in Alaska, where he owned and operated a successful excavation business. The opportunity to return to his roots in Coeur d’Alene to help build a strong local paving company made the decision easy.
Craig brings more than 26 years of experience in excavation, grading, and paving. His extensive field knowledge, combined with a creative mindset, has played an important role in shaping the company’s continued growth. Craig has a natural ability to see possibilities and develop ideas that help move the business forward while maintaining the high standards the company is known for.
For Craig, business is about more than projects; it’s about people and community. He believes strongly in giving back and uses the company’s locally owned platform to support the region whenever possible. This includes donating materials for projects that benefit local causes, helping create ADA accessible pathways, hiring veterans, and supporting other local businesses.
Outside of work, Craig enjoys spending time with his wife and children, and taking full advantage of the outdoors through boating, camping, hunting, side-by-siding, and snowmobiling.
